The waste paper market
In the last quarter, the global paper recycling rate was strongly affected by the combined action of several factors: lower sales of paper manufacturers, reduced activity due to summer holidays, closing down or the reduction of the scope of activity of manufacturers, as well as the closure of some printing houses. Waste paper stocks have been at low levels at both retailers and recyclers.
As opposed to the quantities recorded in 2008, the waste paper collection for this year decreased by about 10-15% in the Baltic countries and by 14% in Finland. The Czech Republic, Sweden and the United Kingdom experienced decreases estimated at about 10-11%.
Although the production of paper mills has decreased, waste prices have been on an ascending trend, especially during the third quarter, due to higher demand. In Germany, for example, some buyers offer higher prices to waste collectors, a trend also recorded in Spain, where paper manufacturers have higher offers, compared to the year 2008. The European market was supported by the developments in the currency exchange rates, as exporters benefit from higher prices. In some European countries, the exported quantities almost doubled.
At the beginning of the third quarter, the Chinese importers of packaging waste (OCC) offered about $ 130 per ton, a price that had a tendency to increase to $ 150, at the end of the quarter. For mixed waste paper, the offers of the importers increased from $ 120 per ton, at the beginning of the quarter, to $ 145. The demand of the importers from South Korea, India, Indonesia, Taiwan and Thailand remained constant.
On the legislative front, following the advice received from the BIR (Bureau of International Recycling), India and Indonesia have solved some issues regarding the approval and control of waste imports. Turkey introduced similar legislation, partly challenged by operators, due to the cost increase and bureaucracy.
The pressure experienced by the waste paper collection sector increased with the commissioning of new waste processing facilities in the UK, Poland, Hungary and the Czech Republic.
In Sweden, the domestic demand for paper has declined this year by about 11%, i.e. almost 900.000 tons, mainly due to the closure of the Holmen's Hallstavik printing house. In Finland, the combined effect of the recession and the closure or the reduction of the activity of paper manufacturers led to a decrease in the demand of recycled paper by about 30%, during the first eight months of the year, with an increase in exports to a record level, of about 170.000 tons. In Spain, during the first quarter, exports exceeded imports (637.103 tons against 397.662 tons), and this country turned, from an importer, to an exporter of paper.
For the next period, the factors which will influence waste paper market will continue to be the exchange rate of the U.S. dollar, loan restrictions and increasing transportation costs. Many experts in the field foresee, for the end of this year, some balance between supply and demand.
